How to receive money from abroad in Lebanon

Fresh bank credit, lollars, cash pickup, a local-wallet balance and an on-chain asset carry different withdrawal rights. Confirm the final balance before the sender releases the money.

Money can reach a recipient in Lebanon through a fresh-account wire, cash pickup, a supported provider wallet or an agreed USDC or USDT transfer. Compare the exact balance delivered and every later withdrawal or conversion cost.

A sender authorises $2,000 and the recipient sees $1,973. The missing $27 may be a sender fee, a correspondent deduction or foreign exchange. The remaining $1,973 may be cash, bank credit, a provider wallet balance or a stablecoin. Those details determine the value of the transfer.

Fresh bank transfers and lollars

Lebanon still applies separate rules to old foreign-currency deposits and newly received “fresh” money.

Lollars remain on a release schedule

Banque du Liban's Intermediate Circular 768 and Intermediate Circular 769, dated 4 June 2026, amend the exceptional repayment frameworks under Basic Circulars 158 and 166. Eligible pre-crisis balances remain subject to capped, scheduled access.

Byblos Bank's current implementation pages provide one published example:

  • Circular 158 describes a maximum eligible amount of $54,200, with $800 per month credited to a Fresh USD account and $200 per month available for point-of-sale use.
  • Circular 166 describes a maximum eligible amount of $15,200, with $400 per month for cash withdrawal and $100 per month for point-of-sale purchases.

These figures are Byblos Bank's published implementation for eligible accounts. Each depositor must confirm eligibility and schedule with their own bank.

Fresh accounts can receive new wires

Byblos Bank's Fresh Account page advertises inbound and outbound international transfers. A suitable fresh account can therefore receive a new wire. The receiving bank and correspondent banks can still review the payer, purpose and source of funds, request evidence, deduct fees, delay the payment or return it.

Before sending, obtain written confirmation of:

  • the beneficiary's exact legal name, account number or IBAN, and SWIFT/BIC;
  • accepted currency, payer type and payment purpose;
  • incoming, investigation and lifting fees, plus possible correspondent deductions;
  • documents required for an invoice, salary, gift or family transfer;
  • expected timing and the bank's tracing process; and
  • withdrawal, onward-transfer and card access for the credited fresh balance.

Ask whether the wire uses OUR, SHA or BEN charges. That instruction allocates stated bank fees among the parties. An intermediary may still deduct a charge.

Current reform status

On 13 February 2026, the IMF described the Cabinet-approved draft Financial Stabilization and Depositor Recovery law as an initial step, requested improvements and reported ongoing work on amendments to the Bank Resolution Law. The Presidency of the Council of Ministers publishes the FSDR project and referral materials, last updated 27 August 2026.

Lollars remain subject to capped access under current law. Price the transfer using the account terms available today.

Cash pickup

Cash pickup suits household support and urgent payments that must arrive as notes. OMT publishes international receipt through its transfer network. Collection requires the transfer number, matching sender details, expected amount and government-issued identification. Whish says an international transfer may be collected through a branch or agent or credited to its wallet. Remitly lists corridor-dependent cash, bank and mobile-wallet delivery.

Compare the sender's final charge with the exact amount and currency available to the recipient. Confirm name spelling, accepted ID, pickup window, location hours, transaction limits and cash availability. Keep the collection reference private.

Provider-managed local wallets

A local wallet can receive a supported payout and later fund bills, transfers, a card or cash withdrawal. Each later action can have its own price and limit. Whish publishes receiving, transfer, cash-out and wallet-limit terms on its fees page.

The provider records and controls this balance. Banque du Liban requires licensed local e-wallet providers to place 90% of user funds at banks in Lebanon, with part routed through Banque du Liban. The World Bank describes the banking sector as impaired, so the customer retains provider, Lebanese bank and country risk. The OMT, Whish, bank and self-custody comparison documents that structure and maintains the dated fee table.

Confirm the credited currency, balance ceiling, cash availability and cost of the next action.

Marketplace and contractor payouts

Freelance and contractor platforms choose the methods available for each country, identity and account type. Upwork, for example, tells users to use the methods displayed in its payout settings and requires the beneficiary name to match the verified user.

Globally, eligible Cadmos users can request partner-issued personal local account details in USD, EUR, GBP, MXN and BRL/Pix. Only the EUR route uses an IBAN. Availability depends on country, verification and partner approval. The account-detail product is not currently available as a Lebanon-resident receiving route.

The platform and receiving partner must both accept the payer and payment type. Cadmos makes no claim of direct compatibility with PayPal, Upwork, Fiverr, Deel or another marketplace payout system.

Direct USDC or USDT payment

A client or relative can send USDC or USDT to a compatible self-custodial wallet when both sides agree, the payment is lawful and the recipient has a plan for using it. A complete instruction states the token, blockchain network, wallet address, amount and fee responsibility. Test a new route with a small transfer.

Cadmos Pay is entirely self-custodial. The user controls the assets and signs every wallet transfer. Cadmos never takes custody and is never the trading or fiat counterparty. Cadmos sets no wallet-balance or cumulative transfer-volume cap on direct supported activity. Token and network risks remain; Circle publishes USDC's risk factors.

Where the option appears in Cadmos Pay, an eligible user can accept a quote from an independent local agent to buy or sell a supported digital asset. The agent or partner handles the cash or other displayed local settlement method and controls its liquidity and availability.

Documents and failed transfers

Keep the sender identity, payment purpose, invoice or gift explanation, quote, beneficiary details and support reference together. Add the SWIFT confirmation for a wire, collection receipt for remittance, or address, network and transaction hash for stablecoins.

For a late wire, ask the sender for the SWIFT payment confirmation and trace reference. The receiving bank can then check for missing documents, an intermediary hold, rejection or return. Locate the first payment before sending another.

For a failed cash pickup, compare the recipient name with the ID character by character, then confirm the currency, reference and location with the provider. For a missing stablecoin transfer, inspect the transaction hash on the correct network and compare the destination address and token contract with the receiving flow.

Net amount delivered

Usable amount = amount sent − sender fee − FX margin − intermediary deductions − receiving fee − final conversion cost.
