Virtual cards in Lebanon: funding, custody and fees

A €100 online purchase can incur wallet funding, foreign exchange, cross-border and card-program charges. The issuer and the location of the source balance also determine which institutions control the money.

Take a €100 software subscription. Its full cost starts with the asset the user already has, then includes wallet or card funding, currency conversion, cross-border treatment and the amount eventually refunded after a cancellation. Issuance price covers one part of that chain.

Lebanese bank exposure

OMT, Whish and Suyool record customer value on provider-managed ledgers. Banque du Liban's Basic Decision 13790 requires licensed local e-wallet providers to place 90% of user funds at one or more banks in Lebanon, with part transferred to Banque du Liban through those banks. Up to 10% may be held as cash.

The customer therefore remains exposed to the provider, card issuer, Lebanese banks and Banque du Liban. The World Bank's Spring 2025 Lebanon Economic Monitor calls the banking sector impaired and estimates losses above $72 billion. This is a material country and counterparty risk for a user choosing where to hold spending money.

Cadmos wallet assets remain on-chain under the user's signing control and outside this Lebanese provider-balance structure. Funding Premium or Standard moves only the selected amount to a card issued outside Lebanon. The Standard card program gives eligible users an Apple Pay route. Purchases in Lebanon carry the applicable live cross-border charge, and a separate FX charge may apply when the merchant currency differs.

OMT pricing

OMT's Visa page describes a reloadable dual-currency prepaid card and currently advertises free digital issuance for a limited period. Its July 2025 Key Fact Statement lists $4.99 annually for digital-only, with the first year free; $0.50 monthly SMS; and USD reload at $1 through OMT or $2 through a BLOM ATM.

The same statement lists 2% on international USD, a $0.50 minimum for international USD e-commerce and 4% for purchases in other currencies. OMT says the card is issued by BLOM Bank. Save the fee schedule accepted at application because a promotion can change the upfront price.

Whish pricing

Whish's fee page lists Classic Digital Card issuance and USD cross-border purchases as free. It also lists 3% for funding the Whish wallet with an international payment card and a $3,000 individual-wallet balance limit.

The Whish card page displayed 0% FX markup on 28 August 2026. Its campaign terms describe a temporary waiver of the standard 4% markup. The campaign excludes merchant and ATM dynamic currency conversion. Whish separately lists international ATM withdrawal at 2%, with a $7 minimum and $20 maximum.

Suyool physical card

Suyool offers a physical Visa Platinum debit card for online, in-store, domestic and international use. Its fee table lists $12 yearly; 3.5%, with a $1 minimum, for USD-card wallet funding; 4% FX; 4% DCC; and 1% plus $0.50 for US or online USD payments. International ATM withdrawal is $3.75 plus 2%, before the ATM's own charge.

Suyool administers the wallet balance, and its personal terms link the card to CSC Bank SAL's issuing terms. The product can cover online purchases for someone who also wants a physical card.

Cadmos Premium and Standard

Cadmos Pay is entirely self-custodial. The user controls the assets and signs every wallet transfer. Cadmos never takes custody and is never the trading or fiat counterparty. Card funding is a separate transfer to a partner program.

The Premium benefits page publishes $0 monthly and 1.75% non-USD FX. Premium is a Visa Signature product. Current eligibility, funding, transaction, cross-border and limit terms appear in the app.

Standard is a separate foreign-issued Visa or Mastercard product. Both network variants support Apple Pay for eligible Lebanese iPhone users. The Standard card Apple Pay guide covers the device-region setting, manual card entry and issuer verification.

Cadmos applies no wallet-balance or cumulative transfer-volume ceiling to direct supported wallet activity. Card programs still apply their own order, funding, balance, spending, merchant and compliance limits.

Cost of one purchase

Record these amounts for the planned transaction:

  1. Starting value: cash, bank balance, provider wallet, USDC or USDT.
  2. Funding: fee, spread, minimum, network cost and top-up limit.
  3. Card transaction: merchant eligibility, cross-border charge, FX markup and DCC choice.
  4. Authorisation: any extra hold used by hotels, fuel stations or travel merchants.
  5. Refund: destination, exchange treatment, timing and access after card closure.

Local cash access can make OMT or Whish convenient for cash-funded users. Where available, an eligible Cadmos user can also accept a quote from an independent local agent to buy supported digital assets with cash or another displayed local method. The agent handles the fiat transaction. The user can then move only the planned spending amount from the self-custodial wallet into the card program.

Refund and dispute records

A refund normally returns through the card program used for the purchase. It may differ from the original cash, bank or stablecoin funding amount after fees and exchange movements.

Keep the funding receipt or transaction hash, posted amount, exchange rate, merchant receipt and refund record. Check pending-hold timing, treatment after card closure and the entity responsible for disputes.

Before a large funding event, confirm issuer country, eligibility, total cost, current limits, merchant restrictions, refund destination and Apple Pay support. The accepted application and transaction terms determine the charge.
